The City of Delano's Public Visual Art Policy was adopted to encourage the display of public art within the City. This policy creates a mechanism for the inclusion of public visual art throughout the City in specific parks and public outdoor open spaces. Within the policy, the Delano City Council has outlined the following goals:

- Allow public art as a vehicle to express the city's history and cultural heritage
- Strengthen the community's sense of spirit, pride and community values
- Generate cultural tourism and create an economic impact
- Utilize resources efficiently and provide for sustainability
