The Finance Department annually oversees the preparation of the City Budget Document. The document includes all operations of the City and is used to communicate the City's organizational goals, policies, and financial plan for the upcoming year. The Budget also serves as an operations guide, describing the activities and services provided by the City. And the Budget serves as a management tool for Department Heads, the Mayor, and City Council Members to administer the operations of the City.
The City prepares a separate budget for each fund of the City. In December of the prior year the City Council adopts the current year's budget for each fund and the City as a whole. The funds of the City are divided into two groups: Governmental Funds and Enterprise Funds.
